Figma Professional Seats vs. Assigned Users: What to Check Before You Approve or Renew

Scope: Figma’s Professional plan only, based on Figma Help Center articles checked October 4, 2026 (11:42 KST). Organization, Enterprise and order-form contracts can work differently. This guide gives no seat price, tax or refund figure. We haven’t administered a Figma team, approved seats or reviewed an invoice for this article.

Short answer: A Figma user and a billed seat are not the same count. On Professional, you buy seats for your billing term, and Figma says: "You are billed for all seats on your plan, whether they are available (unassigned) or unavailable (assigned to a user)." So a bill can cover more seats than you have people in paid seats. Before approving someone, check the seat pool, not just the person.

What changes when a seat event happens

EventWhat changes right awayWhat Figma says about billing or access
Approving a request (or assigning a seat) when a seat of that type is availableThe person gets the available seat; their old seat becomes available"This results in no additional seats or costs."
Approving a request when no seat of that type is availableA seat is added to your plan"When you approve or add new seats, they will be added to your next invoice." On an annual plan, extra seats are "billed on a separate monthly subscription."
Moving someone to a View seatThey "will no longer be able to edit files"; their paid seat becomes available"We won’t issue a prorated refund when you move a user to a free View seat." Someone else can use the seat for the rest of the period.
Renewing fewer annual seats than you haveNothing until renewal"those remaining seats will be billed on a monthly subscription."
A monthly seat stays unassignedNothing until the next month"Unassigned seats will not be renewed for the next month."

The definition that ties these rows together: "A seat is available if it has been purchased in advance, but no one is currently assigned to it."

Seat type is not file permission

Figma says each person’s seat type (Full, Dev, Collab or View) "determines which Figma products they can use. File permissions separately determine which files they can access and what they can do in those files." For example, only a Full seat can edit Figma Design files, and every seat type can "View and comment in files they have access to". "View seats are free and do not need to be purchased." So approving a paid seat doesn’t open every file, and a View seat doesn’t let anyone edit shared files.

Three approval modes, and their limits

On Professional, team admins or owners set approval separately for each seat type:

  • Manually approve seats: "All seat upgrade requests must be manually approved by an admin."
  • Manually approve, unless seat is available (default): "People who request a paid seat are automatically granted one if it is available."
  • Auto-approve seats: "If there are no seats available, a new seat will be purchased."

Two exceptions: for customers on an Enterprise License Agreement (ELA), paid seat requests "default to the Auto-approve seats setting," and on Enterprise, "Seat approval settings do not apply to users whose seats are set by SCIM." These settings cover requests only. Admins can still change someone’s seat type or buy seats directly ("If the requested seat is not available, Figma adds a new seat to your plan"), and those seats are billed.

Two billing clocks on an annual plan

On the annual plan, "you purchase a number of seats for the year." If you add paid seats during the term, "we’ll charge you a separate monthly subscription for just those seats." Figma says those seats keep getting monthly invoices "unless you proactively add those seats to your annual subscription or remove the seats." To see which clock a person is on, check the Billing cycle column on Admin > People.

The two clocks shrink differently. Freed annual seats stay on the plan until renewal: "Thirty days before your annual plan is set to renew, you’ll see a banner" that lets you adjust seat counts. Freed monthly seats don’t wait for renewal: "monthly seats that are unassigned are automatically removed at the next monthly invoice." Neither comes with a prorated refund when you move someone to View.

Before moving anyone to View: their drafts. "Any draft files owned by that user will no longer be accessible to other collaborators unless they are moved to a shared folder or transferred to another user before the downgrade."

FAQ

Why does the invoice show more seats than assigned users? Figma bills for every seat on the plan, assigned or not. Its troubleshooting page says that with a higher bill, it’s probable that "more paid seats have been added to your Figma plan than initially anticipated."

Can a View seat edit all shared files? No. View is view and comment only, and file permissions decide which files anyone can open.

Does an annual plan mean every seat is annual? Not always. On Professional, seats added during an annual term are billed monthly until you add them to the annual subscription or remove them.

Nothing here changes your account. Check the official pages below before you approve, downgrade or renew.
