Buying a Kindle Ebook for EPUB or PDF? Check These Download Conditions First

Scope: Amazon’s Kindle ebook EPUB/PDF download policy as published on its KDP Help page "Digital Rights Management", checked October 4, 2026 (13:55 KST). That page is written for publishers; this guide reads it from the buyer’s side. We haven’t bought, borrowed or downloaded a Kindle book for this article, and nothing here says that any specific title, account or country offers a file today.

Short answer: Buying a Kindle ebook and borrowing one are different download cases. Amazon says that from January 20, 2026, "verified purchasers can download the EPUB and PDF files of your confirmed DRM-free books." Borrowed copies are excluded, and older DRM-free titles need the publisher to opt in. If you need an exportable file, confirm the exact title before you rely on the purchase.

Which case are you in?

Your situationWhat the official page documentsWhat stays UNKNOWN until you check
You bought the title, and it is a confirmed DRM-free bookReaders "can download EPUB and PDF files of your DRM-free books from their Manage Your Content and Devices page on Amazon." "Only verified purchasers who have bought your book can access the EPUB/PDF files."Whether your exact edition and storefront show the option, and which file your reader app actually opens
You borrowed it through Kindle Unlimited or another serviceBorrowers "can’t download the EPUB/PDF files, even if the books are DRM-free."Nothing to resolve here: a loan is not the download route
The publisher applied DRM"Applying DRM limits reader access to Kindle apps and devices only." The EPUB/PDF download route isn’t offered.Whether the publisher will change the setting later
DRM-free title published before December 9, 2025, not yet confirmed"Amazon will not automatically provide the EPUB/PDF download option to readers." The publisher "must explicitly confirm this choice."Whether this publisher has confirmed it for this title

The rows are separate tests. A DRM-free label alone doesn’t settle the older-title row, and a purchase alone doesn’t settle the DRM row.

What happens if a publisher changes DRM later

Amazon tells publishers: "Your DRM setting affects future download availability for all customers, regardless of when they purchased your book." If DRM is applied later, "no new downloads in EPUB or PDF format will be available," but "readers who already downloaded EPUB or PDF files will retain access to them." Amazon also says settings changes "take 24-72 hours to go live for readers after publishing."

Read that as context, not as a buyer action. It describes how the publisher’s setting flows through to readers. It isn’t a support deadline, and it doesn’t promise that a download option you see today will still be there later.

FAQ

Why doesn’t Kindle Unlimited count? Amazon limits the files to "verified purchasers who have bought your book" and excludes copies borrowed "through Kindle Unlimited or other services," even for DRM-free books.

The book is DRM-free. Why might I still see no download option? If it was published before December 9, 2025, Amazon doesn’t switch the option on automatically; the publisher has to confirm it. Amazon also notes that DRM settings "must be updated individually for each book."

I saw a post about a missing button or a PDF that only opens in the browser. Is that a bug? We can’t say. Forum reports aren’t verified, and the official page doesn’t cover them. Treat them as questions to ask Amazon or the publisher about that title.

What should I ask when the file format matters? Ask whether the title is DRM-free, whether an older title has been confirmed for EPUB/PDF download, and which download formats the title shows. Then check your reader’s own documentation for that format.

Before you buy

Keep the worksheet, open Amazon’s current policy page, and ask the title’s publisher when the answer depends on one book. No link on this page is an offer or an affiliate link.
